The hidden rush run --workflow packager and workflow dispatch path (PHNX-4322). The API-backed --mode, --agents-repo and --isolation-tier flags remain.

rush run sends its prompt as input, and rush send sends its message as input, the fields rush/api takes in place of prompt and content (PHNX-4284). A release of this CLI needs rush/api with that change live; an older CLI is refused 400 FIELD_REMOVED, telling it to run rush upgrade, once it is.
rush run -r OWNER/REPO no longer checks the repository against the org's GitHub installations before dispatching. It sends the repository as a resources URL and rush/api picks the installation (PHNX-4284). 0.2.54 refused repositories the API would have run, for example a repository in an organization's installation when GitHub's member answer was slow, with repo … not found in your GitHub installations.
rush cancel says the cancel was requested, rather than done, while the run's sandbox is still being released.

rush runs shows each run's id again, and choosing a run in the picker (or in rush send, rush stop and the other commands that offer one) opens that run. The run list names a run id, and the CLI read execution_id, so the column was empty and the picker opened run "".
