Decision

When each side wins

Cursor Cloud Agents wins when

  • Your team lives in Cursor and wants the same Agent and rules in the cloud.
  • You want draft pull requests on GitHub, GitLab, Azure DevOps or Bitbucket Cloud.
  • You want Slack, Linear, GitHub, iOS and API entry points from one vendor.

GitHub Copilot cloud agent wins when

  • The work lives in GitHub issues, and you want to assign it to Copilot like a teammate.
  • You already pay for Copilot and Actions minutes.
  • You want the agent inside GitHub's own firewall and branch protection.

Rush

Where Rush sits

Rush is for teams whose agent is Claude Code, Codex or OpenCode rather than either editor's own.

Honest limits

Skip Rush if

  • Rush runs three agents: Claude Code, Codex and OpenCode. It does not host an agent you wrote yourself.
  • Repositories come through the Rush GitHub App. A GitLab or Bitbucket repository cannot be a run's repository yet.
  • There is no self-hosted or customer-VPC deployment, and we do not publish a compliance report today.
  • Compute is metered. Free includes 5 agent-hours a month and Pro 40, each with a weekly ceiling.
  • You review the pull request. Rush does not merge for you.
