Prerelease Alpha 32 — Terminal tool & Windows groundwork

The terminal is now first-class. Alpha 32 adds an xterm.js + node-pty terminal tool directly inside Rush, with a per-shortcut display toggle so agents can drop into real shell work without pushing you out of the app.

Cross-platform foundation lands here. The release also lays down the Windows support path: platform guards for macOS-only code, cross-platform path handling, keytar-backed secret storage, and the NSIS release pipeline pieces that make Windows packaging real instead of hypothetical.

Smaller paper cuts got fixed too. Citation hover cards now carry description text and a proper tail, BYOK provider routing is less brittle, the Rush Assistant logo renders correctly in activity rows, and filesystem-only settings no longer appear for agents that cannot use them.
