Prerelease Alpha 24 — Intel build packaging cleanup

This release was about packaging, not fireworks. The audited change tied to Alpha 24 is the x64 build path: Rush now packages the app binary correctly for Intel macOS builds instead of relying on a looser bundle shape.

That kind of fix is quiet on purpose. You should not notice it in the UI. You notice it when the build you downloaded behaves like a real app instead of a half-packed artifact.

We are keeping this entry narrow because the evidence is narrow. The release commit only supports the packaging change and version bump, so that is all we are claiming here.
