# Devin vs GitHub Copilot cloud agent

Devin is Cognition's agent on any major forge. Copilot cloud agent is GitHub's, inside GitHub Actions with a 59-minute cap.

Facts checked 15 September 2026. Prices and limits move. Read the citations.

Neither product is ours. Rush is, and it gets one paragraph below. Every cell is from the vendor's own pages.

**The short answer.** Pick Devin for long tickets on any forge with Cognition's agent. Pick Copilot cloud agent for GitHub issues that should never leave GitHub.

## The useful distinction

Devin: Cognition's own autonomous software engineer. It plans, writes, tests, and ships in a cloud Devbox. The Brain always stays in Cognition's cloud.

GitHub Copilot cloud agent: Copilot works in a GitHub Actions environment, plans, edits a branch, and can open a draft PR. Formerly Copilot coding agent. Not Copilot Workspace.

## Buyer questions

| Question | Devin | GitHub Copilot cloud agent |
| --- | --- | --- |
| What runs | Cognition's compound agent. Third-party LLM API keys are not supported. | GitHub Copilot cloud agent. Third-party Claude and Codex agents on GitHub are a public preview. |
| Isolation | One isolated VM (Devbox) per session. Snapshot boots; session changes do not write back. Outposts can run execution on customer machines; the Brain stays at Cognition. | Ephemeral GitHub Actions VM. Default internet firewall. Self-hosted runners require the firewall off. |
| Result and pull request | Creates PRs on GitHub, GitLab, Bitbucket, or Azure DevOps. Stacked PRs on GitHub.com only. | One repo, one branch, exactly one PR per assigned task. GitHub-hosted repositories only. |
| MCP | stdio, SSE, and HTTP MCP client, plus an official Devin MCP server at mcp.devin.ai. | Repo-level MCP for cloud agent and code review. Tools only. Remote MCP with OAuth is unsupported. Defaults: GitHub MCP and Playwright MCP. |
| Team | Session UI with shell, IDE, and browser. Slack and Teams. Linear and Jira ticket triggers. Invite-team on Team and Enterprise. | Agents panel, GitHub.com, Mobile, CLI, VS Code. Slack and Teams in public preview. Linear/Jira/Azure Boards can open a PR directly. |
| Starting price | Pro $20 / month; Teams $80 minimum + $40 / full seat | Copilot Pro $10 / month; Business $19 / seat / month |
| Where it taps out | You cannot bring your own model keys. Ambiguous senior-scope work is out of scope by Cognition's own 2025 review. Quotas are opaque. | Hard 59-minute session cap. GitHub-hosted repos only. One repo per run. Branch-protection rulesets can block it. |

## When each side wins

### Devin wins when

- You want Cognition's agent with Slack, Teams, Linear and Jira triggers built in.
- You need pull requests on GitHub, GitLab, Bitbucket or Azure DevOps, and stacked pull requests on GitHub.
- You need Enterprise dedicated VPC or Outposts that run execution on your machines.

### GitHub Copilot cloud agent wins when

- The work lives in GitHub issues, and you want to assign it to Copilot like a teammate.
- You already pay for Copilot and Actions minutes.
- You want the agent inside GitHub's own firewall and branch protection.

## Where Rush sits

Rush runs neither vendor's agent. It runs Claude Code, Codex or OpenCode on GitHub repositories, and its docs set no 59-minute cap.

## Skip Rush if

- Rush runs three agents: Claude Code, Codex and OpenCode. It does not host an agent you wrote yourself.
- Repositories come through the Rush GitHub App. A GitLab or Bitbucket repository cannot be a run's repository yet.
- There is no self-hosted or customer-VPC deployment, and we do not publish a compliance report today.
- Compute is metered. Free includes 5 agent-hours a month and Pro 40, each with a weekly ceiling.
- You review the pull request. Rush does not merge for you.
