# Claude Code on the web vs Codex cloud

Each model company hosts its own coding agent: Anthropic's Claude Code on the web and OpenAI's Codex cloud, both inside a consumer plan.

Facts checked 15 September 2026. Prices and limits move. Read the citations.

Neither product is ours. Rush is, and it gets one paragraph below. Every cell is from the vendor's own pages.

**The short answer.** Pick Claude Code on the web if you run Claude Code. Pick Codex cloud if you run Codex. Both are included in the plan you already pay for.

## The useful distinction

Claude Code on the web: the same Claude Code harness, hosted on Anthropic VMs. Connect GitHub, submit a task, review the PR. Status: research preview.

Codex cloud: OpenAI's coding agent, running background tasks in isolated ChatGPT cloud environments. Included with ChatGPT plans. Not the 2021 Codex model.

## Buyer questions

| Question | Claude Code on the web | Codex cloud |
| --- | --- | --- |
| What runs | Genuine Claude Code. Repo CLAUDE.md, .claude/, .mcp.json, skills, and plugins load. User-local ~/.claude does not carry over. | Codex agent. AGENTS.md for lint/test/review rules. |
| Isolation | Fresh isolated Anthropic VM per session. About 4 vCPU, 16 GB RAM, 30 GB disk (may change). Git credentials via a secure proxy. | Isolated OpenAI-managed containers. Setup has network and secrets; agent phase is offline by default and secrets are removed first. |
| Result and pull request | Clones a GitHub repo, pushes a branch, opens a PR from the web UI. GitLab/Bitbucket are bundle-only and cannot push back. | Connect GitHub or GitLab (Beta). Review the summary and diff, then open a PR. @codex on issues and PRs. |
| MCP | Loads repo .mcp.json. User-level claude mcp add servers do not carry over. claude.ai connectors are provisioned remotely. | Official MCP config is documented for desktop, CLI, and IDE. Whether cloud containers load config.toml MCP servers is not documented. |
| Team | Team/Enterprise can share with the team. Pro/Max can make a session public. Slack @Claude. claude --cloud and --teleport. | Parallel cloud chats. Slack and Linear. Workspace-shared environments on team plans. |
| Starting price | Claude Pro $20 / month; Max 5x $100 / month | ChatGPT Plus $20 / month; Pro 5x $100 / month; Free includes limited Codex |
| Where it taps out | Research preview. GitHub required to push. Zero Data Retention orgs cannot use cloud sessions. IP allowlists break Anthropic-hosted runs. Claude-only. | API-key path has no cloud, GitHub review, or Slack. Agent internet is off by default. Cloud chats can cost more than local. |

## When each side wins

### Claude Code on the web wins when

- You only run Claude Code and want no fee beyond your Claude plan.
- You want claude --teleport to pull a cloud session back into your terminal.
- Slack @Claude and claude.ai connectors come with the plan.

### Codex cloud wins when

- You already pay for ChatGPT, and cloud tasks come with the plan.
- You want the agent offline during its work phase, with secrets removed first.
- You want @codex on GitHub issues and pull requests, and GitLab in beta.

## Where Rush sits

Rush runs both, plus OpenCode, in one Project, and starts them from an API with an API key.

## Skip Rush if

- Rush runs three agents: Claude Code, Codex and OpenCode. It does not host an agent you wrote yourself.
- Repositories come through the Rush GitHub App. A GitLab or Bitbucket repository cannot be a run's repository yet.
- There is no self-hosted or customer-VPC deployment, and we do not publish a compliance report today.
- Compute is metered. Free includes 5 agent-hours a month and Pro 40, each with a weekly ceiling.
- You review the pull request. Rush does not merge for you.
